New Director for Ohio Department of Education, Office for Exceptional Children
The Ohio Department of Education has announced the
Kathe Shelby, former SERRC Director and currently the Director of
Special Education with the Region 3 SST, has been named at the new
Director of the Office of Exceptional Children (Director of Special
Education for Ohio). She will start as early as August 1, but no later
than September 1, 2008.

NHC Hold Town Hall Meeting on Health Care at ASA National Conference
The National Health Council and Autism Society of America will sponsor
a town hall meeting and news conference on Thursday, July 10, 2008, in
Orlando, Fla., from 10:30 a.m. to noon. Presidential candidates and
their staff have been invited to participate and share their views on
this important topic. Happening in conjunction with ASA's 2008 National
Conference, the event will feature patients' personal stories on this
important topic. A "town hall" meeting will follow the news conference
and highlight how you can become more involved in this effort. Read more

“Planning a Comprehensive, Blended Method Classroom Program for Students on the Autism Spectrum”
For teachers, occupational and speech therapists and other professionals who work with students with autism Pre-K through Grade 6. This 5-day training is designed to provide foundational training for classroom teachers and school district teams in the development of a blended method program for students with autism spectrum disorder.

“Paraprofessional Training: Working with Pre-K & K-5 Students with Autism”
This 3-day training for Paraprofessionals in Public School Districts will address autism and the developmental challenges associated with the disorder. The role and responsibilities of the paraprofessional working with individual children within the context of the classroom and school environment will be overviewed with an emphasis on effective strategies that will enhance children’s developmental skills in the areas of social interaction, language/communication and cognitive processing/problem solving.

As many of you know, the preschool special education rule, 3301-51-11, was revised a bit to clarify developmental delay. In our discussions with supervisors in February, there were 3 scenarios for eligibility provided:
1. A child is eligible under the disability categories that apply for ages 3 through 21- this must be the first consideration; OR
2. A child is determined eligible under one of the following the disability categories and the team decides to use the term developmental delay instead of the category label
a. cognitive disability
b. speech/language impairment
c. emotional disturbance
d. specific learning disability (NEW); OR
3. A child is determined eligible as a preschool child with a disability due to a developmental delay as defined in 3301-51-01 and 3301-51-11.

The UnitedHealthcare Children's Foundation ( http://uhccf.org/ ) has
announced that new grants are available to help children who need
critical health care treatment, services, or equipment not covered
or not fully covered by their parents' health benefit plans.
UHCCF provides grants to families to help pay for child health care
services such as speech therapy, physical therapy, occu- pational
therapy sessions, prescriptions, and medical equipment such as
wheelchairs, orthotics, and eyeglasses.
Parents and legal guardians may apply for grants of up to $5,000
each for child medical services and equipment by completing an
online application at the UHCCF Web site.
To be eligible for a grant, children must be 16 years of age or
younger. Families must meet economic guidelines, reside in the
United States, and be covered by a commercial health benefit plan.

With a population of 1.5 million active duty military members, each day around the globe, there are an estimated 540,000 active duty sponsors each caring for a family member with special medical or educational needs. STOMP is the only National Parent Training and Information Center for military families providing support and advice to military parents without regard of the type of medical condition their child has.
Parents of children with special needs face many challenges:
a.. Feelings of isolation and anxiety.
b.. Difficulty navigating disjointed services.
c.. Severe financial worries.
d.. Inadequate information.
These challenges are compounded when the family concerned is military. While all military families face certain challenges such as frequent PCS moves/military member being placed in harm's way/deployments, our families with special needs family members face additional difficulties, for example:
a.. Continuity in provision of IEP services from state to state or from state to DODDS/DDESS (no legal obligation to implement current IEP from another state)
b.. Availability of military member during IEP meetings/ medical treatments/procedures
c.. Finding specialists/physicians who will take TRICARE (military health entitlement program)
d.. Re-establishing relationships with key medical and educational personnel
e.. Re-establishing eligibility for community resources to assist child and facing waiting lists for services needed
f.. Identifying within each state the array of services available and differences from state to state
g.. Differences in implementation of Tricare services across the regions
h.. Lack of proximate family support due to geographical separations/time differences.
i.. Additional financial burdens due to certain allotments and aspects of military pay calculations when considering eligibility (i.e. clothing allowance, separate rations, housing).
j.. Challenges with overseas assignments, i.e. denial of command sponsorship for family member with special needs (command sponsorship is necessary for eligibility for medical/educational systems) increasing family separations.
k.. Difficulty implementing aspects of IDEA because of host country agreements i.e. transition services into vocational programming, community access, provision of related services.
l.. Certain laws, regulations and services do not apply in overseas assignments, such as Section 504 of the Rehabilitation Act and the Dept of Ed Regulations for the implementation of IDEA, Medicaid.
m.. Lack of local community support due to the self-containment/isolation/ military installations and existing relationship between installation and local community.
n.. Isolation and lack of support due to learned self-reliance of military members
Our families strive to be strong, committed military members, the majority of whom will make a career of their military experience so that their child can continue to benefit from the entitlements of a military retiree. Contrary to popular belief, these families are often extra motivated to serve because of their special needs, overriding low expectations, the military members supporting these families are dedicated and strong, both in their duty to their country and in their family lives.
STOMP knows because each year thousands of families turn to us for reliable support, information and advice. Our commitment is to empower these families in their vital role as advocates, providing training, information and support.
"What I hope to see is a mainstreaming of the process, a vision of the Exceptional Family Member as just another kid who is involved in transition or education. Where it's not something that is an "also ran" or "oh by the way we need to look at that too..' it's part and parcel of the same problem, which is military families, their transition issues and education as a whole. For the first time ever, fans will have the opportunity to see some of the biggest names in rock together on one stage as tickets go on sale for the network's third annual "VH1 Rock Honors" event, paying homage to legendary British rock band The Who with a two-hour tribute. "VH1 Rock Honors: The Who" will be taped on Saturday, July 12, from the Pauley Pavilion in Los Angeles and will premiere on VH1 on Thursday, July 17, at 9 p.m., with tribute performances by Pearl Jam, Foo Fighters and The Flaming Lips. THE “GREEN OUR VACCINES” RALLY VIDEO FOOTAGE
The turnout for the "Green Our Vaccines" rally spearheaded by Jenny McCarthy and Jim Carrey was breathtaking. Jenny and Jim marched with thousands of parents from the Washington Monument to the Capitol Building. The media turned out in droves to cover the press conference that included Jenny, Jim, Robert F. Kennedy Jr, Dr. Boyd Haley, Dr. Jay Gordon, Dr. Jerry Kartzinel, and that honored Congressman Dan Burton, Congressman Dave Weldon, MD, and Congresswoman Carolyn Maloney. Autism One Radio provides footage of this historic rally organized by TACA, Moms Against Mercury, HEAL, and Generation Rescue.

MRDD Waivers

Terry will give us an overview of Medicaid waivers for the MRDD population - available waivers, how they’re funded, what waivers can & cannot be used for, and then answer as many of our questions as we can fit into 2 hours!
Don’t have a waiver yet? This discussion will be useful whether you now have a waiver or not, since waivers are becoming the method of providing services in Ohio.
Self-determination, free choice of provider, and individualized plans pretty much demand alternatives to large facilities, large group homes & ‘sheltered’ services. Learn how other families are using waivers to create new options and more meaningful lives for their children.
