Participate in the Family and Children First Council Survey
Ohio Family and Children First would like to thank all who participated in the study we conducted last year on Ohio’s efforts on engaging and empowering families. The study was conducted by Wholonomy Research. The full report and the executive summary are attached for your review. As a result of the study, the Ohio Family and Children First (OFCF) Cabinet Council launched the Family Engagement Committee last Spring which is currently comprised of multiple state department representatives. The Committee is charged with aligning, consolidating, and building upon family engagement and empowerment opportunities across systems in Ohio. The OFCF Family Engagement Committee completed and reviewed an inventory of state level family engagement efforts occurring within and among departments, identified gaps and possible areas of alignment or consolidation. The committee agreed to the initial focus for alignment and consolidation to be parent advocacy and training. Your organization has been identified (through the Wholonomy research) as a key stakeholder around family engagement efforts in Ohio with a possible focus on parent advocacy and/or parent training. The OFCF Family Engagement Committee is interested in learning about any parent advocacy and/or parent training opportunities offered by your organization as well as finding partners to participate in this work. ODJFS Appoints New Medicaid Director
The following is a message from Director Lumpkin appointing Tracy Plouck as new Medicaid Director.
It gives me great pleasure to announce the appointment of Tracy Plouck as our new state Medicaid director, effective October 11. Tracy currently is deputy director for Budget at the Ohio Office of Budget and Management (OBM). However, she is no stranger to ODJFS. In fact, she held the position of state Medicaid director once before, from November 2005 to February 2007.
In previous years, Tracy has been deputy director for Medicaid at the Ohio Department of MR/DD, assistant deputy director for Policy and Operations within the ODJFS Office of Ohio Health Plans, and senior budget analyst for Human Services at OBM. In her current position at OBM, she coordinates the development of the administration’s operating and capital budget proposals, establishes and implements procedures for budget monitoring, and supervises OBM’s budget and revenue analysts.
Tracy holds a master’s degree in public administration from The Ohio State University and a bachelor’s degree from Kent State University. She lives with her husband and son in Delaware, Ohio.
Although Tracy has been with us before, her appointment does not represent a return to the past. Instead, it represents an opportunity for us to use her skills and experience to lead us to meet the challenges of the future. I look forward to working with Tracy in the days and weeks ahead, as we continue pursuing the priorities we have for this program.

OCALI Conference - Save the Date!
The OCALI Statewide Ohio Conference is going to be held in Columbus November 17-19, 2009! ASO will again be subsidizing registrations for parents and will be sponsoring a "parents corner" as part of the exposition. The Parent's Corner will be a place where parents can go to meet and network with other parents. Help Military Families Get the Services Their Children with Autism Need!
Recently both the House and the Senate passed the National Defense
Authorization
Act, with a crucial difference between the two versions: the House's
version included an amendment from Congressman Joe
Sestak that gives military families affected by autism access to the
ABA therapy they need. Although the bipartisan and detailed Sestak
Amendment was not included in the Senate version, it isn't too
late! Send the Armed Service Committee members an email explaining the
crucial need for the Sestak Amendment to be included in the final

IACC Scientific Workshop Next Week
The Interagency Autism Coordinating Committee will hold a scientific
workshop September 30-October 1 at the Bethesda North Marriott
Conference Center, 5701 Marinelli Rd., Bethesda, Md. The workshop
goals are to gain input on gaps in the strategic plan for autism
research, opportunities for advancing research and knowledge, and
suggestions for prioritizing objectives, and several Autism Society

Highlights of Baucus Health-Care Reform Bill
Senator Baucus (D-MT), Chairman of the Senate Finance Committee,
recently released the America's Healthy Future Act of 2009. Several
other Finance Committee members stated they have significant concerns
with the bill, which is anticipated to cost approximately $774 billion

American Recovery and Reinvestment Act (ARRA) Funds Released for Education
The second and last installment of ARRA funding for education programs
has been released to the states. Programs receiving their payments
include the IDEA State Grant, the IDEA Early Intervention State Grant
and the Vocational Rehabilitation State Grant.
Update on FY 2010 Appropriations
With the start of fiscal year 2010 less than two weeks away, both
Houses of Congress are expected to pass a Continuing Resolution (CR)

Asperger Family Support Group
For parents and family members of children and teens with Asperger Syndrome or high functioning autism meets the fourth Monday of the month from 6:30-8:30 pm at our office. 2009 meeting dates: January 26, February 23, March 23, April 27, June 22, August 24, September 28, October 26, November 23. No meetings in May, July, or December. Facilitated by Linell Weinberg. For more information call 419-578-2766.
Sibshops
For children 8-13 who have a brother or sister on the autism spectrum. This is a chance for siblings to meet other siblings who have a brother or sister with autism, learn about ASDs, share joys and concerns, problem solve, and have fun. The group combines fast-paced recreational activities and food with information and discussion. The group meets the first Saturday of each month at the Grace United Methodist Church, 601 East Boundary Street, Perrysburg, OH throughout the school year. 2009 meeting dates: January 3; February 7; March 7; April 4; May 2; June 13 (make-up date.) No meetings in July or August, or September. A new group will start again October 3 with meetings November 7 and December 5. There is a fee of $25 for this group and pre-resgistration is required. Nationwide Children’s Hospital’s Center for Autism Spectrum Disorders will be offering a 9am -3pm Saturday Class on 10/3/2009 geared for training aides / professionals that work a child with an autism spectrum disorder either in a home programming or educational setting. Target audience includes those interested in learning beginning strategies to assist in working with a child with an autism spectrum disorder including: classroom teachers, special education teachers, speech / language pathologist, occupational therapist, paraprofessionals, home program aides / therapist, counselors, parents & any other personnel who have direct contact with a child with Autism.
The cost for the October 3rd Saturday Class will be $80.00 per person, which includes education materials, certificate of completion and lunch. The program will be held at the main campus of Nationwide Children's Hospital in the Education Wing.

About your instructor: Dr. Richard Holzer is an experienced public school teacher as well as a psychiatrist with extensive experience working with troubled students in schools. At present, Dr. Holzer is a behavior analyst in a school district in Mississippi, working with a student population of extreme-at-risk students. He is fully aware of the challenges teachers face. He brings his extensive personal experience as a teacher and his medical expertise to this program as well as his experience working as a consultant to educators.
Teachers recognize that there are more students with behavior problems in our classrooms today than in years past and that many of the problems seem more severe. Most teachers were not trained to deal with these problems, or with the fact that frequently they find two, three, or even more students with serious behavior problems in one classroom.
In this workshop Dr. Richard Holzer, offers evidence-based strategies to work with difficult, defiant, unmotivated, angry, and emotionally disturbed children and adolescents. This program will provide you with strategies to enhance learning, build self-esteem, and control disruptive and otherwise troublesome behavior.
We will discuss the causes of these problems (conduct disorder, oppositional defiant disorder, ADHD, depression and bipolar disorder, bullying, societal violence, parental mismanagement, among others) and, on this foundation, build practical strategies to maintain behavioral control and teach effectively.
Please join us for this timely, informative workshop. We know you are busy. Join us and we will make good use of your time. You can expect to return to your school with practical tools. And we know that, to be practical, management strategies have to be cost effective in terms of time so Dr. Holzer will stress effective brief intervention techniques in day-to-day behavior management. Article: Autism behaviors may be detectable weeks after birth
A study at Australia's Flinders University suggests that signs of autism may be recognized within a baby's first weeks. The research focused on infants who had a higher risk of developing autism because they had an older sibling with an autism spectrum disorder. Observations from 10 days through 18 months after birth found that the babies' behaviors differed from that of infants from families without a history of autism. Researchers said that the early signs did not necessarily signify the later development of autism, but that autism spectrum disorders are present throughout family members to varying degrees.
