2009 OCALI Conference a HUGE Success!

2009 Ohio Center for Autism and Low
Incidence (OCALI) Conference, a statewide educational conference in
Columbus, Ohio, was held last week attended by over 1600 people. This year, 23-year-old entrepreneur Joe Steffy
keynoted on Wednesday. Steffy, diagnosed with autism and Down
Syndrome, owns Poppin' Joe's Kettle Corn, a successful
business in Louisburg, Kan. He is nonverbal and used his AAC device to
present the session. On Thursday, Dr. Ann Turnbull, a professor of
special education at the University of Kansas, presented. Tunbull
co-directs the Beach Center on Disability's doctoral program
focusing on systems change to enhance quality-of-life outcomes for
individuals with developmental disabilities and their families. Autism
Society board chair Dr. Cathy Pratt and Autism Society of Ohio
executive director Barbara Yavorcik also spoke during the keynote

AGREEMENT ELUSIVE ON HOW TO FIX Ohio's BUDGET HOLE
From the OACBHA e-newsletter:
The Senate Finance Committee has yet to unveil how they propose to fill the $851 million hole in the current state biennial budget.  After a series of delayed start times yesterday and today, the Finance Committee has abandoned the practice of posting a new time and simply said that it will reconvene “at the will of the Chair.”  A great deal of activity has brought us to this point.  Late last week, additional cuts to behavioral health and other programs were feared when word circulated around the Statehouse that the Senate may propose cuts instead of agreeing to a delay in personal income tax cuts as proposed by the Governor and passed by the House in HB 318.  It appears that intensive lobbying by advocacy groups and press releases from business interests such as the Ohio Business Roundtable encouraging adoption of the delay in income tax cuts may have had an impact on the direction of Senate deliberations.  Today, media outlets reported that Senate Republicans were trying to get support from Senate Democrats for a proposal that would partially delay the personal income tax cuts, incorporate casino licensing fees, add revenues by providing for oil and gas drilling in a state park, and take money from the Housing Trust Fund.  However, Senator Dale Miller (D-Cleveland), the top Democrat on the Senate Finance Committee, said no deal.  Therefore, the Senate’s proposal to fill the budget hole remains unknown at this point.

U.S. Senators Barbara Mikulski (D-MD) and Michael Enzi (R-WY) have introduced "Rosa's Law." Modeled after a recently enacted law in the state of Maryland, this legislation would substitute the outdated, stigmatizing terms "mental retardation" and "mentally retarded" with the terms "intellectual disability" and "individual with an intellectual disability" in federal health, education and labor policy statutes. Health Care Reform Update: House of Representatives
The House of Representatives passed their health-care reform bill, the
"Affordable Health Care for America Act," HR 3962, on

Senate Majority Leader Harry Reid unveiled the Senate version of the

Handwriting skills are crucial for success in school, improvements in communication and building children's self-esteem. February 3, 2010 - Autism Risk & Safety Management Training for First Responders - Help Spread the Word

The Autism Society of Greater Cleveland is proud to sponsor Autism Risk & Safety Management Training for all area Police, Fire, First Responders or Emergency Room Personnel.  Dennis Debbaudt, is a well known presenter throughout the United States. His training video "Autism & Law Enforcement" is in use by the Department of Homeland Security, Pennsylvania State Police, NY/NJ Port Authority, Portland, Cincinnati, Nashville, Philadelphia, Houston, Toledo and Virginia Beach PD, Palm Beach County Sehriff's office and the MTA New York City Transit Police and hundreds of other agencies.
Dennis Debbaudt's training and conference sessions offer tips and options for commnications and responses designed to successfully resolve a call involving a person with autism or aspergers syndrome.  Everyone will come away with a good practical understanding of the best approaches when they interact with children and adults who are affected by autism spectrum disorders.

Workshop Description:  Students on the autism spectrum often present with difficulty regulating their feelings and interacting socially. This workshop describes how to handle meltdowns and design effective behavior plans to prevent these moments and reduce frustration and anxiety. The second part of the presentation details strategies to motivate students to learn, ways to teach social skills, how to generalize skills into the natural setting and increase acceptance and tolerance from peers. Information will be imparted though lecture, interactive exercises, and video clips.

    * To learn strategies to deal effectively with meltdowns and be able to put together an effective behavior plan to prevent frustrations.

Presenter Information:  Jed Baker, Ph.D. is the director of the Social Skills Training Project, a private organization serving individuals with autism and social communication problems.  He also directs social skills training for Millburn Public Schools in New Jersey.  He is on the professional advisory board of Autism Today, ASPEN, ANSWER, YAI, the Kelberman Center and several other autism organizations. In addition, he writes, lectures, and provides training internationally on the topic of social skills training and managing challenging behaviors.  He is an award winning author of five books, including Social Skills Training for Children and Adolescents with Asperger Syndrome and Social Communication Problems; Preparing for Life: The Complete Handbook for the Transition to Adulthood for Those with Autism and Asperger Syndrome; The Social Skills Picture Book; The Social Skills Picture Book for High School and Beyond; and No More Meltdowns: Positive Strategies for Managing and Preventing Out-of-Control Behavior. Back for the fifth year, this series of workshops is designed to teach
you strategies to cope with some of the difficult issues faced by
people of any age with autism. We provide an opportunity for people in
Northwest Ohio to see nationally known, published authors, researchers,
and experts in the autism field. We keep fees low - just $10 for
parents and family members and $15 for professionals. Scholarships are
available for family members if $10 is a hardship. We don't want anyone
to miss seeing these great speakers. Certificates of Attendance are
provided and teachers can use the sessions as training for their
professional development plans.
The workshops are scheduled for 2 1/2 hours on a Wednesday evening from
6:30 - 9 pm and are repeated the following Thursday morning from 9:30
am - noon to accommodate differing schedules. Pre-registration is
required. Download the registration form from our website.
We have scheduled three speakers this fall with seven to follow in our
Winter/Spring session after the first of the year. Coming in the
Winter/Spring session: Jed Baker, Sheila Wagner and more! A flyer with
a full description of all the speakers, presentations, and locations
for the Winter/Spring session will be sent out to our mailing list and
listed on our website after Christmas. This workshop series is
partially funded by an Empowering Families grant from the Lucas County
Board of Developmental Disabilities.

6th Annual Holiday Party - Sunday, December 6, 2009 2 - 4 pm
Individuals with autism, their parents/guardians, and siblings are
invited for crafts, games, cake, and snacks at our 6th annual holiday
party. Santa Claus will visit and have a small gift bag for each child.
A photographer will be on hand to take pictures that will be emailed to
you after the party.  Crafts and games include decorating cookies,
face painting, and making Christmas tree ornaments.

Linell Weinberg is the director of the Autism Society of Northwest Ohio (ASNO). She holds a Masters Degree in
Social Work from the University of Michigan. Along with managing the agency, Linell provides information and referral,
Individual Education Plan (IEP) assistance to families, plans educational programs and family fun events, runs support
groups, makes presentations about autism, and serves on various community-wide committees such as the Lucas County
Board of DD Best Practices committee. In 2005 she received a Community Hero Award in the Community Service category
from Big Brothers Big Sisters for her work with families affected by autism. Linell is inspired by her adult daughter with
Asperger Syndrome.

Participants will gain knowledge about parents’ rights under IDEA.
Parents of school-age children with disabilities who receive special education services. Educators and professionals who
serve children with disabilities.
Sandy Brickner began her career as an Early Childhood Educator. Special Education became an area of focus,
serving families for 6 years as a parent mentor of 7 school districts for the North Central Ohio Educational Service Center.
Sandy joined the staff of the Ohio Coalition for the Education of Children with Disabilities in 2000.
She is currently serving families and professionals providing advocacy and training opportunities
related to the special education process. Sandy is also the western Ohio coordinator and lead
trainer for the “It’s My Turn” transition training for students age 14-21 and has provided training in
various school districts across Ohio.

Participants will gain functional knowledge about the art of listening, compromise, consensus
versus agreement and the art of negotiation.
Parents of school-age children with disabilities who receive special education services, educators and professionals who
serve children with disabilities.
Honorable Charles D Abood Mediator, Dispute Resolution Services, Inc., Toledo, Ohio B.A University of
Michigan; J.D., University of Toledo College of Law. Memberships: Ohio State Bar Association, Toledo Bar Association,
Association for Conflict Resolution. Judge Abood has been a full-time mediator since founding his firm in 1997. He
provides private mediation and other dispute resolution services and has served as a mediation trainer and faculty
member nationwide. Judge Abood is a retired judge who previously sat on the Sixth District Court of Appeals, the Lucas
County Court of Common Pleas and the Toledo Municipal Court. In 1993, he received national recognition for being
selected for a 14-day lecture tour of the countries of Syria, Jordan and Yemen, where he
presented a series of lectures on The Rule of Law in Theory and in Practice in the United
States to judges, attorneys, law schools, judicial institutes and public officials in each
country. Judge Abood has a brother with developmental disabilities and currently serves on
The Arc of Lucas County Board of Directors.

Wednesday, May 19, 2010 - Transition from School to Adult Life Chris Filler, Toledo
6:30-8:30 p.m.
Participants will gain knowledge about the components of a good transition plan and the
implementation of transition planning in a good IEP. Discussion will include examples,
measurements, tools and resources.
Parent of school-age children with disabilities who receive special education services,
educators and professionals who serve children and adults with disabilities.
Chris Filler Transition Coordinator, Ohio Center for Autism and Low Incidence. A registered nurse and the Transition
Coordinator for the Ohio Center for Autism and Low Incidence (OCALI). Chris has worked with individuals with autism
and developmental disabilities and their families for over 20 years. She has served as an Early Intervention Service
Coordinator, Family Resource Specialist, Autism/Behavior Consultant for Lincoln Way Special Education Center and as a
private consultant for many school districts throughout the state of Ohio. She is also a past president of the Autism
Society of Ohio. Chris has presented for State and National conferences in the area of autism spectrum disorders,
behavior supports, sensory processing supports, transition to adulthood and parent-professional collaboration. Chris now
works for the Ohio Center for Autism and Low Incidence as the Transition Coordinator where her efforts are towards the
development of supports and resources for students with autism spectrum disorders and low incidence disabilities that
are transitioning to the adult world. She is involved with efforts to coordinate the systems of adult service agencies to
improve delivery of service for adults with disabilities. Chris has two children, one of which is an adult with autism.

Report: Autism is on the rise in Pennsylvania
Pennsylvania released a report showing that the number of children and adults diagnosed with autism is on the rise there. The first state to compile such a report, Pennsylvania hopes the study will help it better meet the needs of people with the disorder. "As we worked to determine who these families were and where they lived, our sense that Pennsylvania faces a very real crisis was confirmed," said Gov. Ed Rendell.

The use of alternative testing in some Virginia schools has raised concerns about the validity of achievement gains, particularly among English-language learners and students in special education.
