Rehab Services Commission looking for Proposals for increasing Job opportunities for Ohioans with Disabilities
Innovative projects to increase employment opportunities for Ohioans with disabilities are the top spending priority for up to $7.5 million in American Recovery and Reinvestment Act (ARRA) funds invested in the Ohio Rehabilitation Services Commission (RSC). Ohio Developmental Disabilities Council Seeks Input
From the ODODD E-newsletter Pipeline:
How can you can help the Ohio Developmental Disabilities Council (ODDC) develop its next five-year State Plan for People with Developmental Disabilities?
ODDC would like to receive your ideas regarding how to tackle issues that individuals with disabilities experience in the following areas:
    * Education;
    * Early Intervention;
    * Child care;
    * Housing;
    * Employment;
    * Transportation;
    * Health care;
    * Self advocacy; and,
    * Reaching out to unserved and underserved populations, including minorities and people with low-incidence disabilities.
The ODDC also welcomes ideas regarding how to educate the general public, as well as legislators and other policymakers, on issues affecting public policy.
In addition, the ODDC welcomes your ideas regarding other issues not contained in the above listing, but relevant to Ohio’s disability community.
Input must be received by February 1, 2010.

OCALI has launched two new Autism Internet Modules: Pivotal Response Training (PRT) and Preparing and Supporting Individuals with ASD to Obtain and Sustain Employment
Pivotal Response Training (PRT)
Pivotal Response Training (PRT) is a research-based model with the ultimate goal  "to provide individuals with autism with the social and educational proficiency to participate in enriched and meaningful lives in inclusive settings" (Koegel, Koegel, Harrower, & Carter, 1999). This module describes the framework, how it can be implemented, teaching strategies across age levels, and the evidence base for PRT.
Preparing and Supporting Individuals with ASD to Obtain and Sustain Employment
Research has shown poor employment outcomes for individuals with autism.  This module explains strategies to support persons with autism in the transition process from school to employment so they have an opportunity for a better outcome.

ODJFS Waiver Rate Decreases
From the ARC of Ohio:
ODJFS has released the following regarding a decrease in rates paid to some of their Waiver Providers.  This DOES NOT affect the Individual Options (IO) or Level 1 Waivers:
The Community Services Transmittal Letter (CSTL) No. 09-08  providing information regarding the amendment of Rules 5101:3-46-06 , 5101:3-47-06 and 5101:3-50-06 of the Administrative Code governing reimbursement of ODJFS-administered waiver services is now on-line. These rules have been amended to comply with provisions of Amended Substitute House Bill 1 which reduced expenditures to certain Medicaid providers effective for dates of service on or after January 1, 2010. Strickland appoints Lissner to statewide panel on Disabilities

Scott Lissner, Americans With Disabilities Act Coordinator at Ohio State, has been appointed to a three-year term on the Governor’s Council on People with Disabilities.
The 21-member council was created in 1982 to advise the governor and general assembly on disability issues affecting the lives of more than 1.9 million Ohioans with disabilities. In addition to informing state policy, the Governor’s Council promotes equality, access, employment and independence for individuals with disabilities through local, state and national partnerships.
“Being appointed to the Governor’s Council on People with Disabilities would be an honor at any time, but this is a particularly meaningful moment because disability policy is at a crossroads,” Lissner said. ”This July marks the 20th anniversary of the Americans with Disabilities Act (ADA) and recent amendments designed to broaden its non-discrimination mandate offer the university and the state an opportunity for continued leadership and innovation.”
As Ohio State’s ADA Coordinator, Lissner guides the university’s efforts to move beyond compliance and toward seamless access and the full inclusion of individuals with disabilities in all of its programs and activities.  An Associate of the John Glenn School of Public Affairs, Lissner believes that his teaching for the Moritz College of Law, the Knowlton School of Architecture and Disability Studies informs his work as the university’s disability compliance officer and will benefit his work with the Governor’s Council on People with Disabilities.
Lissner has served as OSU’s ADA Coordinator since 2000, housed in the provost’s office.
He chairs the Government Relations and Public Policy committees of the Association on Higher Education and Disability and also serves on the board of directors for ADA-OHIO and the editorial board for Thompson’s 504 Compliance Manual, and is a member of the Columbus Advisory Committee on Disability Issues.

Action Alert: Preventing Harmful Restraint and Seclusion in Schools Act, HR 4247
The Autism Society is excited to announce the introduction on December 9, 2009 of the Preventing Harmful Restraint and Seclusion in Schools Act, HR 4247 by Chairman George Miller (D-CA) and Cathy McMorris Rodgers (R-WA). A companion bill was also introduced in the Senate by Senator Chris Dodd and is numbered S 2860.

The legislation draws on a Government Accountability Office report on restraints and seclusions released last spring, which found “hundreds of cases of alleged abuse and death related to the use of these methods on school children during the past two decades,” with a majority involving students with disabilities. Still, investigators could not ascertain the full extent of this problem - cases often go unreported, with some states not even keeping track of incidents.
The bills seek to establish the first federal standards to protect students from misuse of restraint and seclusion and ensure the safety of everyone in the classroom. It would apply to public schools, private schools and preschools receiving federal education support. Specifically the legislation would:
• Establish important minimum federal safety standards in schools, similar to the protections already in place in hospitals and other non-medical community based facilities;
• Limit physical restraint and locked seclusion, allowing these interventions only when there is imminent danger of injury, and only when imposed by trained staff;
• Outlaw mechanical restraints, such as strapping kids to chairs, and prohibit restraints that restrict breathing;
• Require schools to notify parents after incidents when restraint or seclusion was used;
• Call on states, within two years of enactment, to establish their own policies, procedures, monitoring and enforcement systems to meet these minimum standards;
• Encourage states to provide support and training to better protect students and prevent the need for emergency behavioral interventions; and
• Increase transparency, oversight and enforcement tools to prevent future abuse.

The Autism Society of Greater Cleveland is proud to sponsor Autism Risk & Safety Management Training for all area Police, Fire, First Responders or Emergency Room Personnel.  Dennis Debbaudt, is a well known presenter throughout the United States. His training video "Autism & Law Enforcement" is in use by the Department of Homeland Security, Pennsylvania State Police, NY/NJ Port Authority, Portland, Cincinnati, Nashville, Philadelphia, Houston, Toledo and Virginia Beach PD, Palm Beach County Sehriff's office and the MTA New York City Transit Police and hundreds of other agencies.
Dennis Debbaudt's training and conference sessions offer tips and options for commnications and responses designed to successfully resolve a call involving a person with autism or aspergers syndrome.  Everyone will come away with a good practical understanding of the best approaches when they interact with children and adults who are affected by autism spectrum disorders.

About our speaker: Marla Root is a medicaid specialist and parent advocate
with Step By Step Academy and has worked with hundreds of families
throughout Ohio. She has provided presentations for many organizations such
as OCALI, Franklin Co. Children's Services, and the Ohio Center for the
Deafblind Education. Marla has been advocating for funding and services
since 1998 when her son was diagnosed with autism. Marla is currently a
board member for the ASA-Autism Society of Ohio and has a Bachelor of
Science Finance degree from Frankin University.

The Autism Society of Northwest Ohio's Sibshop is for children 8-13 who
have a brother or sister on the autism spectrum. (Sibs only - no kids
on the spectrum, please.) It provides opportunities for brothers and
sisters to obtain peer support and education within a recreational
context. It is a chance for siblings to meet other siblings who have a
brother or sister with autism, learn about ASDs, share joys and
concerns, problem solve, and have fun. The group combines fast-paced
recreational activities and food with information and discussion. The
Sibshop model intersperses information and discussion activities with
new games (designed to be unique, off-beat, and appealing to a wide
ability range), cooking activities, and special guests. We start each
session by making lunch together (menu decided by the group the
previous session.)

6-week Interactive Tele-Class series, begins January 21
Phoning in from the comfort of their home, participants will learn how to
guide children to avoid meltdowns, gain lacking skills and improve
parent-child communication. If you’ve tried everything and nothing seems to
work, this is the class for you. Results are often seen immediately upon
implementation of the program, and successes continue to build indefinitely.
Weekly email consultation is included to address individual concerns.
Many parents will find this course helpful, regardless of their child’s
diagnosis or even if their child has no diagnosis.
Course instructor, Sara Gardner, is the parent of a former “challenging”
child, and has been a trainer for 25 years. She has received training from
Dr. Ross Greene, author of *“The Explosive Child”* at his Center for
Collaborative Problem Solving, and currently serves on the board of
directors of the King County chapter of the Autism Society of WA. She has a
diagnosis of Asperger's Syndrome, and has worked extensively with families
with loved ones on the autism spectrum.

Linell Weinberg is the director of the Autism Society of Northwest Ohio (ASNO). She holds a Masters Degree in
Social Work from the University of Michigan. Along with managing the agency, Linell provides information and referral,
Individual Education Plan (IEP) assistance to families, plans educational programs and family fun events, runs support
groups, makes presentations about autism, and serves on various community-wide committees such as the Lucas County
Board of DD Best Practices committee. In 2005 she received a Community Hero Award in the Community Service category
from Big Brothers Big Sisters for her work with families affected by autism. Linell is inspired by her adult daughter with
Asperger Syndrome.

Sandy Brickner began her career as an Early Childhood Educator. Special Education became an area of focus,
serving families for 6 years as a parent mentor of 7 school districts for the North Central Ohio Educational Service Center.
Sandy joined the staff of the Ohio Coalition for the Education of Children with Disabilities in 2000.
She is currently serving families and professionals providing advocacy and training opportunities
related to the special education process. Sandy is also the western Ohio coordinator and lead
trainer for the “It’s My Turn” transition training for students age 14-21 and has provided training in
various school districts across Ohio.

Participants will gain functional knowledge about the art of listening, compromise, consensus
versus agreement and the art of negotiation.
Parents of school-age children with disabilities who receive special education services, educators and professionals who
serve children with disabilities.
Honorable Charles D Abood Mediator, Dispute Resolution Services, Inc., Toledo, Ohio B.A University of
Michigan; J.D., University of Toledo College of Law. Memberships: Ohio State Bar Association, Toledo Bar Association,
Association for Conflict Resolution. Judge Abood has been a full-time mediator since founding his firm in 1997. He
provides private mediation and other dispute resolution services and has served as a mediation trainer and faculty
member nationwide. Judge Abood is a retired judge who previously sat on the Sixth District Court of Appeals, the Lucas
County Court of Common Pleas and the Toledo Municipal Court. In 1993, he received national recognition for being
selected for a 14-day lecture tour of the countries of Syria, Jordan and Yemen, where he
presented a series of lectures on The Rule of Law in Theory and in Practice in the United
States to judges, attorneys, law schools, judicial institutes and public officials in each
country. Judge Abood has a brother with developmental disabilities and currently serves on
The Arc of Lucas County Board of Directors.

Wednesday, May 19, 2010 - Transition from School to Adult Life Chris Filler, Toledo
6:30-8:30 p.m.
Participants will gain knowledge about the components of a good transition plan and the
implementation of transition planning in a good IEP. Discussion will include examples,
measurements, tools and resources.
Parent of school-age children with disabilities who receive special education services,
educators and professionals who serve children and adults with disabilities.
Chris Filler Transition Coordinator, Ohio Center for Autism and Low Incidence. A registered nurse and the Transition
Coordinator for the Ohio Center for Autism and Low Incidence (OCALI). Chris has worked with individuals with autism
and developmental disabilities and their families for over 20 years. She has served as an Early Intervention Service
Coordinator, Family Resource Specialist, Autism/Behavior Consultant for Lincoln Way Special Education Center and as a
private consultant for many school districts throughout the state of Ohio. She is also a past president of the Autism
Society of Ohio. Chris has presented for State and National conferences in the area of autism spectrum disorders,
behavior supports, sensory processing supports, transition to adulthood and parent-professional collaboration. Chris now
works for the Ohio Center for Autism and Low Incidence as the Transition Coordinator where her efforts are towards the
development of supports and resources for students with autism spectrum disorders and low incidence disabilities that
are transitioning to the adult world. She is involved with efforts to coordinate the systems of adult service agencies to
improve delivery of service for adults with disabilities. Chris has two children, one of which is an adult with autism.

Article: Outspoken advocate with Asperger's is nominated to national council
Ari Ne'eman, a 22-year-old New Jersey man who has Asperger's syndrome, has been nominated to sit on the National Council on Disability and -- if approved by the Senate -- will become the youngest member of the council in at least two decades and the first member with autism. Article: Study shows geographic clusters of autism in California
California researchers found 10 geographic locations in the state where autism rates are double those in surrounding areas. They said the clusters were in neighborhoods with high concentrations of white, highly educated parents and may have more to do with the health care system than the disease. Article: 3-D animated vehicles help children with autism recognize emotions
Researchers at the University of Cambridge found children with autism showed improved emotion recognition after watching a 3-D cartoon featuring real-life faces on animated vehicles such as trains and cable cars. The study included children with autism ages 4 to 7. ABA Outreach Services are offering three great social skills groups to start off this great new year!  These six week groups will be facilitated by Kiersten Johnson at ABA Outreach's new location in Aurora, Ohio.  New this year, we will be offering an all girls social skills group on Thursday evenings.  Typical developing peers may be included in all groups.  ABA Outreach Services is an Autism Scholarship provider.
