Save the Date - Autism Awareness Day at the Ohio Statehouse on April 14
Wednesday, April 14, 2010 will be an Autism Awareness Day at the Ohio Statehouse!  And Autism Awareness Rally will be held on the Statehouse steps from 11am - 12 noon.  The Autism Society encourages attendees to schedule meetings with their legislators in the afternoon and will work with anyone interested in doing so.  The Autism Society will host a reception for legislators from 5-7pm in the Atrium of the Statehouse.  More information to follow but be sure to save the date!

Medicaid Managed Care Prescription Drug Changes
About 1.5 million Ohioans enrolled in the state's Medicaid managed-care plans will be required to change the way they get their prescription drugs starting Feb. 1.  The Ohio Department of Job and Family Services stated that individuals affected have received information in writing describing the switch, along with a new Medicaid card from their managed care plan.  For some individuals who are covered under Ohio’s Medicaid managed care program, the change may trigger a co-pay or require a switch to a generic drug.  Individuals affected by the change with questions can call the Ohio Medicaid Consumer Hotline at 1-800-324-8680.

Federal Update

Toxic Substances Control Act - Preventing Harmful Restraint and Seclusion in Schools Act
from the Autism Society:
It was a busy day for the autism community on Capitol Hill February 4, 2010, with activity in two very important areas – Toxic Substances Control Act reform and restraints and seclusion in schools.
On the first front, the Learning and Developmental Disabilities Initiative (LDDI), a coalition of health and developmental disabilities organizations including the Autism Society, released the first-ever biomonitoring report identifying toxic chemical pollution in people from the learning and developmental disability community. A total of 61 chemicals (out of 89 tested) were found in the 12 participants – including Autism Society Vice President of Public Policy Jeff Sell.
The report was released in conjunction with today's Senate Hearing before the Environment and Public Works Subcommittee on Superfund, Toxics and Environmental Health to examine current science on public exposures to toxic chemicals. The Toxic Substances Control Act (TSCA) is the primary federal law governing chemical safety, and has never been significantly amended since its adoption in 1976. Learn more about the study here:

Also this morning, the Preventing Harmful Restraint and Seclusion in Schools Act (H.R. 4247) passed out of the House of Representatives Committee on Education and Labor by a vote of 34-10. H.R. 4247 would establish the first federal standards to protect students from misuse of restraint and seclusion, and ensure the safety of everyone in the classroom. Funding for special education, autism research and other programs aimed at Americans with disabilities is nestled within the president's $3.8 trillion budget proposal released Monday.

2010 IACC Strategic Plan Released
The Interagency Autism Coordinating Committee (IACC) and the Office of Autism Research Coordination (OARC) are pleased to announce the release of the 2010 IACC Strategic Plan for Autism Spectrum Disorder Research - http://iacc.hhs.gov/strategic-plan/.  This second edition of the Strategic Plan was developed by the IACC over the past year with extensive input from families, people with ASD, researchers, clinicians, federal and private funders of ASD research and autism advocacy organizations.  A news update - http://iacc.hhs.gov/strategic-plan/2010/news_2010_plan.shtml - about the new 2010 IACC Strategic Plan and related links can be found on the IACC website. http://iacc.hhs.gov/ A formatted, downloadable PDF version of the plan will be made available on the IACC website in the coming weeks.

Action Alert: Preventing Harmful Restraint and Seclusion in Schools Act, HR 4247
The Autism Society is excited to announce the introduction on December 9, 2009 of the Preventing Harmful Restraint and Seclusion in Schools Act, HR 4247 by Chairman George Miller (D-CA) and Cathy McMorris Rodgers (R-WA). A companion bill was also introduced in the Senate by Senator Chris Dodd and is numbered S 2860.

The legislation draws on a Government Accountability Office report on restraints and seclusions released last spring, which found “hundreds of cases of alleged abuse and death related to the use of these methods on school children during the past two decades,” with a majority involving students with disabilities. Still, investigators could not ascertain the full extent of this problem - cases often go unreported, with some states not even keeping track of incidents.
The bills seek to establish the first federal standards to protect students from misuse of restraint and seclusion and ensure the safety of everyone in the classroom. It would apply to public schools, private schools and preschools receiving federal education support. Specifically the legislation would:
• Establish important minimum federal safety standards in schools, similar to the protections already in place in hospitals and other non-medical community based facilities;
• Limit physical restraint and locked seclusion, allowing these interventions only when there is imminent danger of injury, and only when imposed by trained staff;
• Outlaw mechanical restraints, such as strapping kids to chairs, and prohibit restraints that restrict breathing;
• Require schools to notify parents after incidents when restraint or seclusion was used;
• Call on states, within two years of enactment, to establish their own policies, procedures, monitoring and enforcement systems to meet these minimum standards;
• Encourage states to provide support and training to better protect students and prevent the need for emergency behavioral interventions; and
• Increase transparency, oversight and enforcement tools to prevent future abuse.

February 24 & 25 Paul Wehman, Ph. D. Transition for Youth with Autism -
School to Adulthood: What Teachers and Parents Need to Know!
Workshop description: This presentation will cover evidence based
transition literature as it applied to youth with autism. Assessment,
transition planning, and an ecological approach to curriculum will be
presented, along with best practices for  programming.  The
role of the family will be discussed as well as how to implement
supported employment.  Promising new practices on supported
employment, customized employment, social networking, and also
supported education will be discussed as well.
Who should attend: Parents, educators involved with transition plans,
Board of DD personnel, Voc Rehab professionals.
Speaker: Paul Wehman, Ph.D. Dr. Wehman has served as the Director for
the NIDRR funded Rehabilitation Research and Training Center on
Workplace Supports and Job Retention (Virginia Commonwealth
University-RRTC) for 23 years. He has been part of a group of
professionals, researchers, and advocates dedicated to the hiring,
advancement, and retention of individuals with significant disabilities
in competitive employment, with a concentration on services to persons
with physical disabilities such as spinal cord injury, traumatic brain
injury, and autism, and who are typically underrepresented populations

Wednesday, February 17, 2010 - Ten Steps to Parent Empowerment Linell Weinberg, M.S.W., Toledo
6:30-8:30 p.m.
Participants will learn techniques and skills to become more effective advocates in the IEP
process.
Parents of school-age children with disabilities who receive special education services.
Educators and professionals who serve children with disabilities.
Linell Weinberg is the director of the Autism Society of Northwest Ohio (ASNO). She holds a Masters Degree in
Social Work from the University of Michigan. Along with managing the agency, Linell provides information and referral,
Individual Education Plan (IEP) assistance to families, plans educational programs and family fun events, runs support
groups, makes presentations about autism, and serves on various community-wide committees such as the Lucas County
Board of DD Best Practices committee. In 2005 she received a Community Hero Award in the Community Service category
from Big Brothers Big Sisters for her work with families affected by autism. Linell is inspired by her adult daughter with
Asperger Syndrome.

Parents of school-age children with disabilities who receive special education services. Educators and professionals who

Sandy Brickner began her career as an Early Childhood Educator. Special Education became an area of focus,
serving families for 6 years as a parent mentor of 7 school districts for the North Central Ohio Educational Service Center.
Sandy joined the staff of the Ohio Coalition for the Education of Children with Disabilities in 2000.
She is currently serving families and professionals providing advocacy and training opportunities
related to the special education process. Sandy is also the western Ohio coordinator and lead
trainer for the “It’s My Turn” transition training for students age 14-21 and has provided training in
various school districts across Ohio.

In order to better understand and navigate the intricacies of education, the Down Syndrome Association of Central Ohio is hosting a one-day Wrightslaw training for parents, professionals and advocates on Thursday, April 8, 2010 from 9:00am - 4:00pm at the Holiday Inn in Worthington,OH.
Pete Wright will conduct this six-hour Special Education Law and Advocacy Training focusing on four specific areas, including: special education law, rights and responsibilities tests and measurements to measure progress and regression SMART IEPs, introduction to tactics and strategies for effective advocacy
A minimum of 150 participants is required.
Participants will receive continental breakfast, lunch and will be provided two books: Wrightslaw: Special Education Law, 2nd Edition and Wrightslaw: >From Emotions to Advocacy, 2nd Edition.

Honorable Charles D Abood Mediator, Dispute Resolution Services, Inc., Toledo, Ohio B.A University of
Michigan; J.D., University of Toledo College of Law. Memberships: Ohio State Bar Association, Toledo Bar Association,
Association for Conflict Resolution. Judge Abood has been a full-time mediator since founding his firm in 1997. He
provides private mediation and other dispute resolution services and has served as a mediation trainer and faculty
member nationwide. Judge Abood is a retired judge who previously sat on the Sixth District Court of Appeals, the Lucas
County Court of Common Pleas and the Toledo Municipal Court. In 1993, he received national recognition for being
selected for a 14-day lecture tour of the countries of Syria, Jordan and Yemen, where he
presented a series of lectures on The Rule of Law in Theory and in Practice in the United
States to judges, attorneys, law schools, judicial institutes and public officials in each
country. Judge Abood has a brother with developmental disabilities and currently serves on
The Arc of Lucas County Board of Directors.

Participants will gain knowledge about the components of a good transition plan and the
implementation of transition planning in a good IEP. Discussion will include examples,
measurements, tools and resources.

educators and professionals who serve children and adults with disabilities.
Chris Filler Transition Coordinator, Ohio Center for Autism and Low Incidence. A registered nurse and the Transition
Coordinator for the Ohio Center for Autism and Low Incidence (OCALI). Chris has worked with individuals with autism
and developmental disabilities and their families for over 20 years. She has served as an Early Intervention Service
Coordinator, Family Resource Specialist, Autism/Behavior Consultant for Lincoln Way Special Education Center and as a
private consultant for many school districts throughout the state of Ohio. She is also a past president of the Autism
Society of Ohio. Chris has presented for State and National conferences in the area of autism spectrum disorders,
behavior supports, sensory processing supports, transition to adulthood and parent-professional collaboration. Chris now
works for the Ohio Center for Autism and Low Incidence as the Transition Coordinator where her efforts are towards the
development of supports and resources for students with autism spectrum disorders and low incidence disabilities that
are transitioning to the adult world. She is involved with efforts to coordinate the systems of adult service agencies to
improve delivery of service for adults with disabilities. Chris has two children, one of which is an adult with autism.

Article: Studies on Fragile X drugs might aid treatment of autism
Research aimed at discovering treatments for Fragile X syndrome, a genetic disorder that causes intellectual disabilities, might also provide clues to treating autism. Studies of a new class of medications involve adults but might benefit children and provide a "promising pathway" for autism treatment, an official from the National Institute of Mental Health said.
