Save the Date - Autism Awareness Day at the Ohio Statehouse on April 14
Wednesday, April 14, 2010 will be an Autism Awareness Day at the Ohio Statehouse!  And Autism Awareness Rally will be held on the Statehouse steps from 11am - 12 noon.  The Autism Society encourages attendees to schedule meetings with their legislators in the afternoon and will work with anyone interested in doing so.  The Autism Society will host a reception for legislators from 5-7pm in the Atrium of the Statehouse.  More information to follow but be sure to save the date!

Governor Strickland Announces New Appointments to Governor’s Council on People with Disabilities
from the DODD e-newsletter the Pipeline
Governor Ted Strickland announced earlier this month several appointments to state boards and commissions, including appointments to the Governor’s Council on People with Disabilities.  The Council cooperates with the state’s employers, both public and private, in locating or developing employment opportunities for people with disabilities, and assists in the creation of committees at the community level.
According to the Council’s website at http://www.gcpd.ohio.gov/, the Council exists to:
    * Advise the Governor and General Assembly on statewide disability issues.
    * Educate and advocate for: Partnerships at the local, state, and national level; promotion of equality, access, and independence; and, development of employment opportunities.
    * Promote the value of diversity, dignity, and quality of life for people with disabilities.
    * Be a catalyst for systemic change promoting awareness of disability-related issues that will ultimately benefit all citizens of Ohio.
New appointments to the Governor’s Council on People with Disabilities were announced on February 5th, and include:
Linda Oda, of Springboro. Linda Oda as served as the director of communications for the Ohio Association of County Boards of Development Disabilities since 2008.  She has also served as a fiscal officer for Clearcreek Township since 2008.  Oda previously served as the director of public information for the Springboro Community Schools from 2002-2007.  She received a bachelor’s degree from Miami University in 1987.  NOTE:  Linda also has a son with autism.
Scott Lissner, of Columbus.  Scott Lissner has served as the Americans with Disabilities Act coordinator for The Ohio State University since 2000.  He previously served as the director of disability support services for Longwood College from 1988-2000.  He also serves as a lecturer for the Knowlton College of Architecture and the Moritz College of Law.  Lissner received a bachelor’s degree from Rutgers University in 1978, a master’s degree from the City University of New York in 1982, and a doctorate from the University of Virginia in 1988.

DODD to Hold Public Hearing, Home and Community Based Services  (HCBS) Waivers 
Pursuant to Chapter 119. of the Revised Code, the Ohio Department of Developmental Disabilities (DODD) hereby gives notice of its intent to rescind and adopt the following rules of the Administrative Code on a permanent basis on or about May 20, 2010, and to conduct a public hearing thereon.  A public hearing on the proposed rule actions will be held:
March 19, 2010, beginning at 10:00 a.m., and continuing until all persons in attendance have had an opportunity to testify.  The hearing will be held in the Lobby Hearing Room of the Rhodes State Office Tower, 30 East Broad Street, Columbus, Ohio 43215.  At this hearing, DODD will accept verbal and/or written testimony on the proposed rule actions under consideration.

Persons unable to attend the public hearing may submit written comments on the proposed rule actions. Ohio Receives Grant to Develop Health Information Exchange
from OACBHA enewsletter Up to the Minute
Last week, Governor Strickland announced that the Ohio Health Information Partnership (OHIP) won a $43 million grant to lead the implementation of Ohio's health information technology efforts. The funding comes from the American Recovery and Reinvestment Act. OHIP will use $14.7 million to develop and implement a statewide health information exchange which will allow access to a patient's health information by any authorized provider regardless of the care setting. The additional $28.5 million will support the adoption of electronic medical records and help physicians and hospitals connect to the health information exchange. Action Alert: Preventing Harmful Restraint and Seclusion in Schools Act, HR 4247
The Autism Society is excited to announce the introduction on December 9, 2009 of the Preventing Harmful Restraint and Seclusion in Schools Act, HR 4247 by Chairman George Miller (D-CA) and Cathy McMorris Rodgers (R-WA). A companion bill was also introduced in the Senate by Senator Chris Dodd and is numbered S 2860.

The legislation draws on a Government Accountability Office report on restraints and seclusions released last spring, which found “hundreds of cases of alleged abuse and death related to the use of these methods on school children during the past two decades,” with a majority involving students with disabilities. Still, investigators could not ascertain the full extent of this problem - cases often go unreported, with some states not even keeping track of incidents.
The bills seek to establish the first federal standards to protect students from misuse of restraint and seclusion and ensure the safety of everyone in the classroom. It would apply to public schools, private schools and preschools receiving federal education support. Specifically the legislation would:
• Establish important minimum federal safety standards in schools, similar to the protections already in place in hospitals and other non-medical community based facilities;
• Limit physical restraint and locked seclusion, allowing these interventions only when there is imminent danger of injury, and only when imposed by trained staff;
• Outlaw mechanical restraints, such as strapping kids to chairs, and prohibit restraints that restrict breathing;
• Require schools to notify parents after incidents when restraint or seclusion was used;
• Call on states, within two years of enactment, to establish their own policies, procedures, monitoring and enforcement systems to meet these minimum standards;
• Encourage states to provide support and training to better protect students and prevent the need for emergency behavioral interventions; and
• Increase transparency, oversight and enforcement tools to prevent future abuse.

Practical Solutions to Everyday Challenges in Autism workshop - February 24 & 25 Paul Wehman, Ph. D. Transition for Youth with Autism - School to Adulthood: What Teachers and Parents Need to Know!
Workshop description: This presentation will cover evidence based
transition literature as it applied to youth with autism. Assessment,
transition planning, and an ecological approach to curriculum will be
presented, along with best practices for  programming.  The
role of the family will be discussed as well as how to implement
supported employment.  Promising new practices on supported
employment, customized employment, social networking, and also
supported education will be discussed as well.
Who should attend: Parents, educators involved with transition plans,
Board of DD personnel, Voc Rehab professionals.
Speaker: Paul Wehman, Ph.D. Dr. Wehman has served as the Director for
the NIDRR funded Rehabilitation Research and Training Center on
Workplace Supports and Job Retention (Virginia Commonwealth
University-RRTC) for 23 years. He has been part of a group of
professionals, researchers, and advocates dedicated to the hiring,
advancement, and retention of individuals with significant disabilities
in competitive employment, with a concentration on services to persons
with physical disabilities such as spinal cord injury, traumatic brain
injury, and autism, and who are typically underrepresented populations

She is currently serving families and professionals providing advocacy and training opportunities

In order to better understand and navigate the intricacies of education, the Down Syndrome Association of Central Ohio is hosting a one-day Wrightslaw training for parents, professionals and advocates on Thursday, April 8, 2010 from 9:00am - 4:00pm at the Holiday Inn in Worthington,OH.
Pete Wright will conduct this six-hour Special Education Law and Advocacy Training focusing on four specific areas, including: special education law, rights and responsibilities tests and measurements to measure progress and regression SMART IEPs, introduction to tactics and strategies for effective advocacy

member nationwide. Judge Abood is a retired judge who previously sat on the Sixth District Court of Appeals, the Lucas
County Court of Common Pleas and the Toledo Municipal Court. In 1993, he received national recognition for being
selected for a 14-day lecture tour of the countries of Syria, Jordan and Yemen, where he
presented a series of lectures on The Rule of Law in Theory and in Practice in the United
States to judges, attorneys, law schools, judicial institutes and public officials in each
country. Judge Abood has a brother with developmental disabilities and currently serves on

The PECS Basic Training is appropriate for any parent or professional working with learners with autism, related disabilities and/or limited communication skills.  This two-day training begins with an overview of the Pyramid Approach to Education.  This includes factors related to establishing an effective learning/communicative environment.  Specific topics include functional activities, powerful reinforcers, functional communication, identification and replacement of Contextually Inappropriate Behaviors, generalization, lesson formats, teaching strategies, error correction and data collection/analysis.
The training then goes on to describe the six phases of the Picture Exchange Communication System (PECS) protocol.  PECS begins by teaching an individual to request desired items, by exchanging a picture with a communication partner. The system goes on to teach discrimination of pictures and sentence structure.  In the more advanced phases, individuals are taught to use attributes, answer questions and comment.  PECS is an evidence-based strategy, with supportive research from countries around the world.

Coordinator, Family Resource Specialist, Autism/Behavior Consultant for Lincoln Way Special Education Center and as a
private consultant for many school districts throughout the state of Ohio. She is also a past president of the Autism
Society of Ohio. Chris has presented for State and National conferences in the area of autism spectrum disorders,
behavior supports, sensory processing supports, transition to adulthood and parent-professional collaboration. Chris now
works for the Ohio Center for Autism and Low Incidence as the Transition Coordinator where her efforts are towards the
development of supports and resources for students with autism spectrum disorders and low incidence disabilities that
are transitioning to the adult world. She is involved with efforts to coordinate the systems of adult service agencies to
improve delivery of service for adults with disabilities. Chris has two children, one of which is an adult with autism.

Oxford and London: An Introduction to England - A Journey Designed for Young People with Autism Spectrum Disorder
The program is led by Dr. Beverly Daley of the USC
University Center for Excellence in Developmental
Disabilities at Childrens Hospital Los Angeles, and by
Jill Hudson of the Ohio Center for Autism and Low
Hudson, Incidence. Both have extensive experience in camp
programs for young people. A total of five staff will
accompany the group, including a specialist on travel in
England provided by Putney Student Travel an organization that has offered travel programs for young
people for over 50 years.
